Beijing car-share drivers, such as Uber and Didi, are finding it increasingly more difficult to work legally, and reports have been made that in order to get through the legal loopholes, a black market of number plate rentals has risen. Beijing number plate renter can earn up to nearly 40,000 yuan (,757) a month.
Beijing has been using a license-plate lottery policy to reduce traffic pressure, which means if someone wants to get a number plate, they are required to draw lots. Only 1 person in 665 is able to get a plate each time it drawn, reports China News Agency.
As online car-share platforms such as Uber and Didi increase in popularity and demand in Beijing, many drivers come to Beijing to find work, but without the proper permits, reported Beijing Morning Post.
In the future, Beijing will ban drivers without the proper license plates to do business on such car-share platforms.
One driver from Inner Mongolia, said it was already difficult to earn money from driving, and the new regulations over number plates pose another problem.
To solve this, a driver form Jilin province paid 13,000 yuan (about ,800) to rent a Beijing number plate for one year after buying his own second hand car.
Beijing Morning Post reported a rental agreement giving the responsibility to the driver for any traffic accidents should be signed by both parties.
However, the sale or rental of Beijing number plates are illegal, and any agreements over it are invalid, said a judge of Fangshan Court in Beijing
In addition the owner of the number plate should take all responsibilities if the driver is unable to, said Zhang Xuedong, director of a law agency in Beijing.
