At the Press Release hosted by Hainan Provincial Government today during the BFA Annual Conference 2016, Mao Chaofeng, member of the Standing Committee of the CPC Hainan Provincial Committee and Executive Vice Governor of Hainan Province, briefed about the achievements in the past five years, vision and mission for the next five years and initial ideas for enhancing opening in Hainan.
“Six Highlights” in Achievements
Mao Chaofeng pointed out that the past five years was crucial for the economic and social development of Hainan, during which Hainan fulfilled its mid-term target in developing an international tourist destination. The achievements can be summarized in the following six points. The six highlights in achievements include:
1.Substantially improved economic strength with higher growth quality driven by modern services, particularly tourism
Mao Chaofeng said, during the past five years, Hainan maintained a fairly high growth rate in terms of various key economic indicators. The ratio among agriculture, industry and the service sector was 23.1:23.6:53.3, with the service sector up by 7.1 percentage points from 2010.
Tourism grew both in terms of the number of tourist visits and tourism revenues. In the past five years, Hainan received over 200 million tourist visits, with an average annual growth of 11.7%; its tourism revenues totaled 221.074 billion yuan, with an average annual growth of 16.1%. Tourism generated 372,800 direct jobs and helped contribute to about 1.4 million indirect jobs.
Boao Lecheng International Medical Tourism Pilot Zone made big strides in its development, especially since last year. Currently, 20 high-value international healthcare projects were under construction.
2.Deepened reform and dynamic innovation of the administrative system
As pointed out by Mao Chaofeng, Hainan had moved ahead with the administrative review and approval system reform to streamline the process. As a result, 1,191 items had been removed from the list for review and approval, accounting for 79.4% of the total. In particular, pilot reform was conducted at Hainan Ecological Software Park, Haikou Mei'an Science and Technology New Town and Boao Lecheng International Medical Tourism Pilot Zone, where the waiting time for the review and approval of potential projects was reduced by over 70% and 80% of the hi-tech companies moving into any of the three parks could complete the review and approval process in a single day.
The integrated planning pilot reform yielded encouraging results, with the newly completed provincial-level master planning mapping out spatial development in a coordinated way.
Progress was also made in the reform of key sectors such as state-owned assets and enterprises, healthcare, education, culture, forestry, public institutions, supply and marketing cooperatives, rural credit union, etc.
3.Expanded opening with win-win cooperation
Mao Chaofeng said, in the past five years, Hainan consolidated the role of Sanya as a base for“summit diplomacy and leisure diplomacy”, Boao as a base for public diplomacy, Wanning as a base for promoting China-Africa cooperation and exchanges and Haikou as a demonstrative zone for exchanges with overseas Chinese, resulting in win-win cooperation.
By the end of 2015, Hainan had already entered into sisterhood relationship with 46 provinces/cities in 36 countries. In addition, it was further engaged in the cooperation in ASEAN-China Free Trade Area, Pan-Pearl River Delta region and the framework of the Belt and Road Initiative. Moreover, a number of international forums and sport events were held or established in Hainan, including the World Travel & Tourism Council (WTTC) Global Summit, Wanning International Surfing Festival and Mission Hills Golf World Cup. Local companies such as Hainan Airlines Group and Hainan Rubber Group had also increased their overseas investment.
